Port Hooke is the only major spaceport on Mars, and one of the few cities. With the threat of raids on settlements by the ancient tribes, many have evacuated to prefabricated homes, laid out by the colonial government as temporary housing.

It has a slight touch of the Empire. But I guess its just the ships that made me look for a standing clone army.;)
